You can definitely protect documents with Google Docs. In fact, the
default is to keep things private; it's actually harder to make things
public and you have to fiddle with access settings, etc.
You may be able to get away with using http://wix.com for the website
itself (personal view, regulations, policies), but have a separate part
which resides in Google Docs for the private stuff (spreadsheets, data,
personal profiles).
The only big downside with Google Docs is that each person needs a Google
account to access it. But, that may be perfectly acceptable in your
case -- who knows?
