Too true about Ca -- although by far the main reason is Prop 13, 
which was just about selfishness, not especially ethnic selfishness.

As for Eastern Europe, I believe the death of the socialist safety net was 
pretty instantaneous after the fall of the Soviet Union.  Certainly it 
predates the recent immigrant crisis, although there were smaller waves of 
immigration earlier I guess.
