Of course, I completely agree. Death rates due to COVID-19 are the best
metric. And, IMHO, the economy in a locality should only open when there
are zero deaths due to COVID-19 for a two week period. And, if there are
any more deaths, the economy should shut down again. This is the only
way, short of a vaccine, to completely eliminate this thing.
(Obviously, ideally, it wouldn't be locality-by-locality and instead be a
global, worldwide coordinated effort.)
