Seems like debit cards for unemployment benefits turned out to be a net
failure.  I.e., checks would have been slightly better since it would've
at least slowed down the rate of fraud.

The approach of AB 47 (mentioned in this article) which would require each
recipient to have a bank or credit union account and direct deposit into
those accounts would be an improvement.
