Do you think this happened during the Black Plague? Do people think their life is so cheap that it doesn't matter whether they live or die? Anyway, I'm wondering if what's being described in this article is a reflection of those who have a choice to live in certain places; most of us cannot just move if we disagree with the local politics or regulations. Perhaps it's land value that's the underlying real problem? In any case, a return to normal may be a hill to climb.
