I assume that you uninstalled it?  If I remember correctly, to uninstall
it, you need to hold down the Signal app icon for a few seconds on the
screen where you see the app, things will start shaking, and there will be
an "x" in the upper right of the Signal app icon which will allow you to
uninstall it.

After that, install it from
https://apps.apple.com/us/app/signal-private-messenger/id874139669 .
