Just statistics over historical time.  Which is probably mostly valid, but
I'd argue that you want the total amount of violence to decrease, not just
a percentage of violence.  Nevertheless, I could see his argument --
except that the amount of violence, even if accounted-for by per-capita
violence events, seems to be increased (albeit, just slightly).
