He's trying to layer a network protocol
(https://reticulum.miraheze.org/wiki/Reticulum_Protocol ) over ham packet
radio.

I didn't know that ham radio only goes up to 28Mhz.  At that rate, along
with the overhead of the network packets, I would expect the throughput to
be very low -- probably the rate of a dial-up modem.
