Maybe. For me the solution would be SSH to a server and another country,
then run the web browser from that remote server. No VPN involved.
I guess it depends on how sophisticated the bill is. If it specifies that
any service which aims to work around identity verification, then even
leasing a VPS or a hosting service may not circumvent this.
I agree that companies will fight this and, as with the "Digital Age
Assurance Act", may be the only way these draconian and backwards laws can
be got rid of.
