It seems that there are some downsides to gaggles versus formal briefings.
"The primary criticism of gaggles is the inability to pursue follow-up
questions. " "Unlike a formal briefing room setting where a press
secretary must address questions systematically, gaggles allow the
President to cherry-pick queries and evade scrutiny on sensitive policy
issues."  I guess this kinda fits in with the previous statement of "a
noted shift toward using pre-taped interviews".

It's surprising that Biden didn't start doing this once his cognitive
decline became evident.  His staff were probably just in denial.
