I think you're right.  Formal press briefings would've been better
because, according to Brave Leo, "Ronald Reagan did not stop holding press
briefings specifically because of confirmed cognitive decline, though his
frequency of formal press conferences dropped significantly during his
second term, particularly after the Iran-Contra scandal in
1986–1987. "

Interestingly, Reagan had pledged to leave office if showed signs of
senility.  I suppose if he had followed up with that, he would've been a
great president in the tradition of George Washington.  According to Brave
Leo, he never did resign, however:
