Yeah, David Roberts asked him a number of questions about the obstacles to
implementing this.

However, by far, the biggest thing standing in the way is what you
suggest, "utility franchise monopolies".  There would be enormous
political pushback on this.  Already, we know that Newsom (and,
presumably, Becerra) are cozy with big utilities like PG&E.  It would be
very difficult to convince them to give up any power (so to speak).
